Driving in the Airport Operations Area (AOA) requires high levels of attention, coordination, and adherence to safety protocols due to the presence of aircraft and other vehicles. The other circumstances mentioned do not typically warrant a blanket avoidance of driving in the AOA. For example, while rain can reduce visibility and affect traction, many airports have protocols in place to manage operations safely during inclement weather. Holding a drink may be distracting, but it does not inherently prevent safe vehicle operation if the driver is sober and alert.
